COSTA MESA : Regulations for Use of Leaf Blowers OKd
The City Council has approved regulations for leaf blowers after hearing complaints that the machines are noisy and spread dust and gas fumes.
The council is expected to pass the ordinance after a second public hearing on it. Under the ordinance, use of leaf blowers would be permitted only between 7 a.m. and 5 p.m. weekdays, 9 a.m. and 5 p.m. Saturdays, and noon and 5 p.m. on Sundays and legal holidays. Machines that exceed 65 decibels measured at a distance of 50 feet or that exceed 55 decibels for more than 15 minutes a day would be prohibited. Operating the machines within 10 feet of any window, door or duct would be illegal, and those using leaf blowers who send debris off their property or onto public rights-of-way would be cited.
The violations would be misdemeanors, with a minimum fine set at $50.
