Mortgage Rate Index Falls: The monthly median annualized cost of funds for institutions insured by the Savings Assn. Insurance Fund declined from 7.33% in February to 7.30% in March, the lowest level since 7.29% in October, 1988, the Office of Thrift Supervision reported. Cost of funds indexes are among those that federally chartered institutions may use in changing rates on adjustable-rate mortgage loans.
