Two Convicted of Bias-Claim Scam: A former attorney for the Equal Employment Opportunity Commission and his brother have been convicted of stealing from a $1-million fund intended to compensate victims of hiring discrimination. A federal jury in Washington convicted John W. Milton, the former lawyer, of 12 felony counts and his brother, James, of eight counts of arranging claim payments for people who were not involved in a discrimination case. The false claimants then gave most of the money to the Miltons, prosecutors said.
