WORLD IN BRIEF : GERMANY : Penalties Urged for ‘Forced Adoptions’

Chancellor Helmut Kohl said the former East German officials who were responsible for the “forced adoptions” of children of political dissidents must be found and punished. Government spokesman Dieter Vogel said the government is horrified by reports of the adoptions. But Berlin city officials said prosecutions are unlikely because the adoptions were made within East German law.
