Eleventh-Hour Market-Opening Talks Due: A senior Commerce Department official left for Tokyo to make a last-ditch effort to open Japan’s construction market to U.S. firms. Trade sanctions could be imposed as early as next week if Japan does not take steps to open its market, the department said. Michael Farren, undersecretary for international trade, failed to reach an agreement with the Japanese last week but said he would return this week if Japan was prepared to make serious market-opening moves. “There is something to talk about, so he is returning,” a department official said.
