OXNARD : Contractor Charged With Tax Evasion
An Oxnard man has been charged by the Ventura County grand jury with 32 counts of tax evasion.
Richard Lee Helm, 37, owned and operated two construction companies, now defunct, known as Pacific Coast Framing and C.L. Richards Construction Co. During the late 1980s, Helm withheld payroll deductions for his employees but did not file returns or deductions with the state, Ventura County Deputy Dist. Atty. John Geb said.
Helm was arrested Wednesday and charged with failing to file quarterly payroll withholding returns and failure to pay over $200,000 of those deductions as required by the State Unemployment Insurance Code, Geb said.
