THOUSAND OAKS : Library Fees OKd for Non-Residents
Out-of-town borrowers who use the city’s two libraries will have to pay $55 a year beginning Sept. 1 under a fee adopted Tuesday night by the Thousand Oaks City Council.
Only one person appeared to speak against the charge, which was approved 4 to 0 by the council. The libraries are used by too many non-residents, council members said.
Councilwoman Judy Lazar said, “Initially I was aghast at the thought we would charge for library services. . . . But we are asking our own residents to subsidize the use of the library without recompense from any other area.”
The fee will be charged to borrowers who live outside the city, including the neighboring communities of Simi Valley and Moorpark. Residents from those cities make up about 12% of the libraries’ borrowers. Students enrolled in local academic institutions and residents of unincorporated areas covered under library agreements with the county do not have to pay the fee.
