FILLMORE : $16.6-Million Budget OKd by City Council

The Fillmore City Council adopted a $16.6-million budget for 1991-92 Tuesday, cutting two jobs from the city’s payroll and trimming the recreation budget.

The budget saves $32,000 by having the public works foreman and an account clerk take early retirement, City Manager Roy Payne said. A Ventura County sheriff’s cadet who has assisted with parking enforcement was cut, saving the city about $7,000.

The budget cancels a summer swim program at the Fillmore Senior High School pool, saving about $20,000, Payne said. City support of the local senior center was reduced by $1,000.

A $50 monthly honorarium paid to city planning commissioners was halved; the savings will be used to fund training for commission members, most of whom are new to the job, Payne said.

City Council members agreed to forfeit their $75 monthly stipends, and Payne said travel expenses cut in 1990 will not be reinstated.

Fillmore’s general fund, which covers most daily expenses for the city, will have an $80,000 reserve for the coming year. Payne said the figure is about one-fifth of the ideal reserve, but the city hopes to strengthen the fund by increasing sales tax revenues. However, Payne said none of the proposed commercial developments that would generate more sales taxes will be completed during the new fiscal year.
