Countywide : Man Slips, Drowns at Point Mugu Rock

A 23-year-old Thousand Oaks man died Tuesday when he slipped off Point Mugu Rock and drowned, a coroner’s office spokesman said Wednesday.

The body of Joe David Medrano was discovered at 8 p.m. in the water at the popular rock-climbing spot three miles south of Point Mugu Naval Air Station off the Pacific Coast Highway, coroner’s investigator Dale Zentzis said.

The incident marks the second drowning at the location in a little more than a month. On June 2, an Oxnard man drowned when he slipped while fishing.

Medrano, who apparently was alone, was seen climbing in the area about 15 minutes before park rangers found him floating face-down in a pool of water, Zentzis said.

The victim’s parents, Joe and Lydia Medrano of Thousand Oaks, told authorities that their son was an avid outdoorsman, as well as a certified diver, Zentzis said.

Medrano was employed at Los Robles Regional Medical Center as a hyperbaric technician, a supervisor said.
