BIONIC BILL: William Woollett Jr., chief of the Orange County tollway agency, has always been a tough cookie. But the former paratrooper outdid himself recently when he got a pacemaker. . . . On operation day, Woollett showed up for work before hitting the hospital. He was back on the job the next Monday, less than 72 hours after surgery. . . .
