Coup Attempt Foiled in Mali; 9 Arrested

BAMAKO, Mali —
A member of Mali’s military-led ruling council and eight other officers were arrested Monday after a failed coup attempt, President Amadou Toumani Toure said.
Toure told reporters that the coup attempt was planned by Interior Minister Lamine Diabira. Toure said Diabira opposed the plans to surrender power to a democratically elected civilian government.
