The City Council Tuesday approved spending $133,463 for training programs and to hire a labor relations adviser to improve city hiring and promotion of women and minorities.

The changes were among those recommended by PeopleWorks, a consulting firm that last year audited the city’s hiring and promotion.

Ramon Curiel, the city’s director of affirmative action, said 45 of the 58 recommendations have been implemented. But council members demanded a more complete report with statistics and details outlining the steps the city has taken to comply with the audit.
