South Pasadena : Budget Draws on Reserves

The City Council unanimously approved a $9.7-million budget for fiscal 1991-92 that absorbs a $1.3-million shortfall.

City Manager John Bernardi said a sharp decline in revenues forced him to dip heavily into reserve funds, despite eliminating three proposed positions in the Police Department--dispatcher, patrol officer and detective--and one Fire Department position, battalion chief.

Under the plan, the city also will delay the replacement of four police cars and an ambulance for at least a year. In addition, the planned recarpeting of the second floor of the South Pasadena Public Library was postponed indefinitely.
