AIDS Testing for Doctors

Sen. Helms has proposed an amendment mandating that all health care workers notify their patients when they test positive for the HIV virus.
AIDS activists are critical of the proposal because they feel it goes too far and affects the “civil rights” of the AIDS-infected individual. In fact, the Helms proposal does not go far enough!
Health care workers should legally be required to publicly disclose their HIV-positive status. However, patients should also be legally required to do the same.
AIDS activists must accept the fact that AIDS is not a civil rights issue but a public health concern. The Helms proposal is at least a start in that direction.
