From Times Staff and Wire Reports

A canal bank that may have been weakened by the work of gophers collapsed, flooding homes and yards over a four-block area. “We got up at 5 a.m. and everything was flooded,” Tulare resident Beatrice Portillo said. Gerald Hill, Tulare Irrigation District general manager, said about 10 feet of bank caved in. “It appears the failure of the bank is due to rodents,” he said. “Probably gophers.”
