Nation IN BRIEF : TEXAS : Lottery Measure to Appear on Ballot

Texans in November will vote on a constitutional amendment on whether to permit a lottery. A lottery measure was approved in the state Senate after winning passage in the House last week. The proposed amendment required a two-thirds majority in both chambers. House approval came after eight unsuccessful tries that began in 1983. Gov. Ann Richards urged the public to back the plan. “Either we have a huge tax bill or we approve a lottery,” she said. If approved, the lottery likely would begin next summer.
