BAD TRIP: Drivers here and elsewhere were asked to rate their own traffic and--surprise--Orange County motorists gave out the worst grades. . . . The 1991 State of the Commute survey, funded by the state Department of Transportation, was conducted by a firm that designs ride-sharing programs. People said commutes are OK on surface streets. But 54% of Orange County commuters said surface street traffic is worse than a year ago, and 64% said the same about their freeway commute.
