Charles Powell, a member of the British war cabinet during the Persian Gulf War, said Britain wanted to continue fighting Iraq but was forced into a cease-fire by the United States. A spokesman for Prime Minister John Major refused to comment on whether there had been any disagreement between Major and President Bush on the issue.
