BETTER BUCKLING: County traffic deaths are finally going down, and the California Highway Patrol says it’s no surprise: More people are using seat belts. . . . “It’s a combination of more stringent seat belt enforcement and better public education that they do save lives,” said CHP spokesman Sgt. Juan Alfaro. This year’s county figures aren’t in, but Alfaro said deaths statewide are down 12% from last year, which probably means fewer fatalities here two years in a row.
