FELONY COURT: When Cecil Hicks was appointed to the Superior Court bench in January, 1990, there was good reason why he could not sit on criminal cases. As county prosecutor for 25 years, his name was still on all the criminal pleadings. But a new crop of crime wavers has sprung up since then who don’t have his name stamped on their paperwork. Hicks is now trying some criminals. . . . “I don’t care where they put me, as long as I get good cases with good lawyers,” he said. “It doesn’t even have to be a good case; just good lawyers.”
