San Diego police detectives arrested two Encanto teen-agers and charged them with murder and attempted murder in connection with an Aug. 13 shooting downtown.

The early morning incident occurred in front of the St. Vincent de Paul Joan Kroc Center at 16th Street and Imperial Avenue.

Witnesses told police that two bursts of gunfire were heard shortly after a taxi dropped off the two victims, then a pickup truck and a small car were seen leaving the area.

Dead at the scene was Juan Valdez, in his 20s, who police said had tattoos linking him to an East Los Angeles street gang. The other shooting victim, Alfredo Garcia, was hospitalized with gunshot wounds in the back, chest and leg.

Detectives arrested Jose Quintero Beltran and Joel Nieves Manjarres, both 18, as they were leaving a house in the 700 block of 63rd Street on Thursday. After a search of the house, detectives seized 57 pounds of marijuana found in a refrigerator, police said.
