HOT HOUSES: Tempers are rising a bit among county workers, as well as courthouse jurors, over the county’s new air-conditioning policy: No cool air in any county building until it hits 78 degrees indoors. . . . Actually, it’s an old policy, says Bert Scott, general services agency director; it just wasn’t enforced. That changed last Friday. . . . The county blames budget constraints and warns that winter heating will be affected too: The heat won’t kick in until the room temperature drops to 65.
