Shifting winds hindered firefighters battling Kuwait’s last two Gulf War oil well blazes Tuesday on the eve of elaborate ceremonies to mark the taming of the world’s worst oil field disaster.

Officials hoped that the two fires, among the worst of the 732 wells blown or set ablaze by retreating Iraqi troops in February, would be capped before today’s ceremony.

The government has declared today a public holiday for the ceremony at Burgan, 27 miles south of Kuwait city.
