La Canada Flintridge : ‘Granny Flat’ Law OKd

The City Council on Monday unanimously approved an ordinance establishing specifications for existing and yet-to-be-built accessory living quarters, or “granny flats.”

Under the new guidelines, a conditional-use permit will have to be approved by the city before property owners can begin constructing attached or detached second units.

To maintain the image of the city as a wooded community of single-family dwellings, council members on Oct. 28 approved limiting enlargements of existing second-living quarters to 75 square feet, prohibiting construction of additional sleeping quarters, bathrooms and cooking facilities.

Officials had expressed concern that recently completed units had not been built to state codes and that many of them are being rented to people other than relatives on an absentee-landlord basis, which is illegal in the state.
