Yugoslav forces set historic buildings ablaze in Dubrovnik with a fierce artillery bombardment Monday, and the European Community said it will pull out its six observers.

“We are concerned about their safety. We plan to withdraw them at the first possible opportunity,” EC mission spokesman Ed Koestal said.

The Adriatic port city was rocked by an explosion every second at the height of the fourth day of shelling after its defenders refused to surrender.

Serb-led forces pounded the eastern city of Vukovar with tank fire. Croat defenders were apparently out of heavy ammunition and relied on sniper fire to hold on. An estimated 12,000 Vukovar residents have been living underground for weeks.

The EC’s economic sanctions against Yugoslavia have not halted the fighting. The United States joined in the sanctions Saturday, and Sweden announced Monday that it will do the same.
