NO TO YES? When conservative columnist Pat Buchanan was in Orange County recently, he flatly said he will not run for President against George Bush. Now comes word that he will (A40). . . . His sister and adviser, ex-Treasurer Angela (Bay) Buchanan of Irvine, above, was quoted as saying, “It’s a go,” with candidacy “virtually certain.” Greg Haskin, executive director of the county GOP, says: “You can never be surprised by anything Pat does.”
