City or Town?

In the Nov. 3 “News and Briefs,” you stated that the world’s southernmost city is located in Chile: Punta Arenas. Ushuaia, Argentina, is more southern by several miles. Will you let me know the definition of “city” on which you based your answer?

Editor’s note: With a population of about 61,000, Punta Arenas qualified as a “city.” The more southern town of Ushuaia has only 10,000.
