Colombian Outlaws Kill Indigents, Addicts

BOGOTA, Colombia —
An outlaw group known as the Black Hand shot to death 12 people, including indigents, drug addicts and prostitutes, Colombian police said Sunday.
The killings, which took place Saturday in the city of Matanza, 200 miles north of Bogota, appeared to be part of the Black Hand’s violent campaign to eradicate elements of society that it opposes.
