Congress Moves on TWA Pensions: Congress approved a bill that would make Trans World Airlines Inc. owner Carl C. Icahn responsible for paying unfunded TWA pensions even if he scales back his control of the carrier. Sen. John Danforth (R-Mo.) said he introduced the bill so taxpayers would not have to pay the federally insured pensions as long as Icahn either owns TWA or controls its destiny. Danforth said Icahn has presented a plan to TWA creditors that would insulate his other business holdings from pension liabilities by reducing control to below the 80% margin that makes him liable for the pensions.
