SHOOTING FOR 2000: Although it’s slow work, most cities’ recyclables are sorted by hand. But those days may be gone soon: Automated centers will dominate in five years, experts say. . . . Rainbow Disposal, which recycles for Huntington Beach and Fountain Valley, plans to be automated by 1993. . . . “The state requires cities to cut their (landfill) waste 50% by the year 2000,” says Rainbow’s Ron Shenkman. “That will be impossible without automation.”
