MOORPARK : City to Seek Limits on Proposed Quarry

Moorpark city officials will ask county planners to impose significant restrictions on an 80-acre quarry proposed for the unincorporated area a few miles north of the city.

Quality Rock Aggregate Mine Co., which already operates a gravel quarry on the eastern edge of Moorpark, has proposed to begin quarrying 80 acres north of the city.

The City Council decided Wednesday to ask county planners to limit the operating hours of the proposed quarry and make other restrictions to help reduce air pollution caused by quarry dust, traffic congestion from trucks and noise from quarry equipment.

City officials want the quarry to be closed on Sundays and be open only from 6 a.m. to 6 p.m. Saturdays.

In addition, city planners and council members want nighttime operation of the quarry prohibited, except by special permission of the county.

Quality Rock has proposed that it have discretion to run a maximum of five weeks of nighttime operations each year in order to fill emergency orders for gravel.

The company has requested a 50-year operating permit. But Moorpark officials will ask the county to limit the permit to 20 years, with an option for subsequent 10-year extensions.
