Nation IN BRIEF : NEW YORK : State Budget Deal Still Eludes Cuomo
Gov. Mario M. Cuomo emerged from a closed-door meeting with legislative leaders in Albany, N.Y., without the budget deal that could free him to run for President. He faces a Friday deadline to enter the New Hampshire primary, and has said that unless he gets the state’s budget problems under control he “couldn’t in good conscience declare a candidacy.” But he later insisted: “This has nothing to do with New Hampshire, this has to do with New York.” Cuomo is believed to be vulnerable on the issue if New York, facing a huge deficit, cannot come up with a balanced budget.
