Diamond Bar : Franchise for Trash Haulers
To comply with new state trash reduction requirements, the City Council decided Tuesday to switch from a competitive trash collection system to a franchise of one or a few collectors.
Although the current permit system gives residents freedom to choose their own private trash hauler, it lacks an efficient means of making sure all eight currently licensed collectors follow recycling guidelines and pay full permit fees based on number of clients in the city, council members said.
Under the franchise system the city would monitor only one or a few chosen companies. This contract system makes it easy to control rates, performance standards and state guideline requirements.
The franchise companies will pay 7% of their annual revenues to the city.
