ROSSMOOR : District to Discuss Bonds to Buy School

The Rossmoor Community Services District will hold a special meeting Thursday to discuss legal procedures in issuing bonds to buy the closed Rush Elementary School.

The board will meet in closed session beginning at 7 p.m. because the procedure involves filing a lawsuit against “all persons” who might want to challenge the bond sales. The board will discuss the suit and determine how to proceed.

The district of locally elected representatives manages some of the services provided to the unincorporated residential community, such as park maintenance, street sweeping and median landscaping.

Rossmoor voters approved an advisory measure last June authorizing the district to purchase the school from the Los Alamitos Unified School District and convert it into a public park. The school will cost nearly $4.2 million and will require an additional $108.60 yearly assessment on Rossmoor residents’ property tax bills to repay the bonds.

The board will also hold its regular meeting at 7 p.m. Jan. 8 to appoint new officers. The five-member board is scheduled to appoint a president and two vice presidents. Current officers are Gustave Brickman, president; Margrit Kendrick, first vice president, and Clair Weeks, second vice president. The board traditionally rotates the first vice president into the position of president.

The board president’s role is mostly symbolic, although the president presides at board meetings and often acts as the board’s spokesperson.

Board meetings are held at the district’s office, 3232 Hedwig Road.
