Gov. Rafael Hernandez Colon, who was sharply rebuffed by voters last month when he backed an anti-statehood referendum, announced in San Juan, Puerto Rico, he would not seek reelection in November. Hernandez Colon said he would step down on Jan. 2, 1993, ending his third term in office in a political career spanning 28 years. The governor's heir apparent, Sen. Victoria Munoz Mendoza, has announced she will seek the ruling Popular Democratic Party's gubernatorial candidacy.
