T-Bill Rates Are Lowest in 21 Years: Interest rates on 52-week Treasury bills fell at auction to the lowest level in nearly 21 years. The average discount rate was 3.84%, down from 4.20% at the auction Dec. 12 and the lowest since 52-week bills averaged 3.586% on March 31, 1971. The bills will carry an equivalent coupon interest rate of 4.02%, with each $10,000 in face value selling for $9,611.70. Sales totaled $12.53 billion.
