A 20-year-old Oceanside man, who was reportedly beaten up by three law enforcement officials and another man at a Padres baseball game last July, has filed claims against the city and county of San Diego.

Brian Gowen, 20, a sophomore at Colorado State University, has filed a claim seeking $100,000 plus $2,500 in medical expenses from the city and the county in connection with the alleged beating.

The claim stems from a July 26 incident in which an off-duty San Diego police officer, two off-duty San Diego County corrections officers and another man reportedly beat up Gowen and a friend at a Padres game.

In his claim, Gowen said he suffered severe emotional distress, a fractured eye socket, and neck and back injuries from the beating.

In addition, Gowen claims he was unreasonably detained by San Diego Police investigators who questioned him after the alleged beating, thus delaying his medical treatment.

The men listed in Gowen’s claim include Police Officer John Autolino, San Diego County Corrections Officers Richard Logan and Richard J. Janickey and another man, Eugene W. Stone.

The city attorney’s office charged the same four men last October with misdemeanor battery counts in connection with the fight.

If the claims are rejected by the city and county, Gowen can file a lawsuit in Superior Court.
