County Supervisor Susan Golding holds a commanding fund-raising edge over her three major rivals in the race to become San Diego’s next mayor, according to campaign finance reports filed Friday.

Golding, who began raising money in June, months before any of her opponents, collected $157,374 in cash and non-monetary contributions last year, including $98,089 during the final six months of the year. The report filed Friday covers the second half of 1991.

Golding has spent more than $88,000 on her bid to succeed Mayor Maureen O’Connor, who will step down from her post next year.

Peter Navarro, chairman of Prevent Los Angelization Now!, raised $53,083 during the reporting period. Navarro, who is scheduled to announce his candidacy for the office Wednesday, personally donated about half the money his campaign has collected, he said.

Navarro did not formally file his statement with the City Clerk’s office Friday, but his campaign provided totals to reporters. City election laws allow candidates to mail the reports if they are postmarked by Friday.

Housing developer Tom Carter has received $41,212 in cash and non-monetary contributions, including $10,000 that he has personally loaned to the campaign.

Carter, who is scheduled to announce his candidacy Feb. 8, has spent more than $38,000. City Councilman Ron Roberts, who announced his candidacy Jan. 11, has raised $27,986 in cash and spent $23,293. About $4,000 of the funds were transferred from Roberts’ victorious City Council reelection campaign, for which he raised more than $300,000 last year, according to campaign aides.
