Owner Pleads No Contest to Slum Violations

The owner of an apartment house in the Westlake area of Los Angeles pleaded no contest Monday to slum violations, then was barred from reopening the building for residential rental use.

The ban was placed on Michael H. Lapidus, 42, as a condition of his probation, said Deputy City Atty. Richard M. Bobb. Lapidus entered his plea to six violations of health, fire and building and safety codes at the 48-unit apartment building at 1710 W. 6th St., Bobb said. Lapidus is the secretary of Legendary Properties Inc., the corporate general partner of Metro Land Partners, which owns the apartment house.

Slum violations found at the building during September, 1990, inspections included cockroach and rodent infestation, broken and missing fire extinguishers, broken smoke detectors, damaged fire hoses, locked fire exits, blocked fire escapes, broken windows and broken and leaking plumbing, Bobb said.
