United States Outpoints Germany in 1991 Exports: Hurt by high costs, Germany fell behind the United States as the world’s largest exporter last year, according to a study. The report coincided with a fresh warning from German industry that jobs in the country are in jeopardy because companies were fleeing high domestic taxes and wages by transferring production abroad. The study, by an industry-backed research group, said the fall in German exports last year only partly reflected a downturn in the global economy.
