Lynwood : Pastor Starts Recall Move Against 3 Council Members

An angry Lynwood pastor, the Rev. Charles Floyd, began proceedings this week to recall three City Council members, alleging racism, mismanagement and excessive taxation.

“All the allegations are false,” Councilman Armando Rea said.

Council members Paul H. Richards and Evelyn Wells were formally served notice of a recall petition by Floyd early Tuesday. Rea will be notified by certified mail, Floyd said.

Mayor Louis Heine also was targeted for recall, but formal papers cannot be filed under California election law because he has been in office less than 90 days, Lynwood Deputy City Clerk Margaret Warren said.

The council members have seven days to make a written reply to the allegations and file them with the city clerk’s office, Warren said.

Before a recall petition can be circulated, the contents must be approved by the city clerk’s office.
