NORTHRIDGE : Auditor Says CSUN Fails to Seek Bids
Officials at Cal State Northridge have not fully complied with state competitive bidding rules for buying goods and services, according to a recent audit report.
State auditors who examined university purchase orders discovered that officials failed in some cases to solicit three bids before making purchases, as required by state law.
In addition, officials failed to provide proper justification when buying items without competitive bids from “sole-source” suppliers, auditors said.
Auditors found that CSUN officials failed to obtain three bids for seven of 17 purchase orders sampled. The examiners also found that there was not adequate justification for six of 25 sole-source orders.
The financial rationale for seeking competitive bids, auditors said, was illustrated by a contract involving ventilation and duct-cleaning for the campus science building.
“The two high bidders were $71,467 and $59,895,” the audit report said. “The winning third bid was $17,950.”
