FAST FILING: Submitting income tax returns by computer has caught on in Orange County. . . . Although there are more than two weeks left to file returns, the Internal Revenue Service’s Laguna Niguel district office reports already receiving far more electronic returns than last year. . . . The reason? “Economic times are tougher here, and people want their refunds quicker,” says an IRS spokesman. . . . On the other side of the coin, this is the first year that taxpayers who owe money can file by computer.
