Treasury Sells 13-Day Bills: The Treasury sold the management bills at an average discount rate of 4.13%. The discount rate understates the actual return to investors, 4.19%, with a $10,000 bill selling for $9,985.10. A total of $22.0 billion in bills was sold out of bids totaling $65.0 billion.
