Long Beach : Jan Hall Fined $4,000 for Old Political Mailing Flaw

Former Long Beach Councilwoman Jan C. Hall has agreed to pay a $4,000 fine to the state to settle a complaint that some of her political mailings were not fully identified during the 1988 mayor’s race.

The four mass mailings, primarily endorsements of Hall’s unsuccessful candidacy for the mayor’s job, failed to note on the outside of the envelopes that they were sent by Hall’s campaign, as required. They did, however, include identification on the inside.

According to commission documents, Hall did not personally review the mailers, which were overseen by her political consultant. While noting that Hall also sent a mass mailing in a 1986 campaign that was not properly identified, the commission concluded that in the mayor’s race, “There is no evidence that Ms. Hall had any knowledge that the four mailings at issue were sent without complete sender identification, and there is no evidence that the violations were intentional.”

Hall, who left the council in 1990 after representing the 3rd District for three terms, is deputy secretary of housing and commerce in Gov. Pete Wilson’s administration.
