LOS ANGELES : LAPD Plan Sought to Put Civilians in Desk Jobs

The City Council on Tuesday asked the Police Commission to develop a plan to replace police officers working desk jobs with civilians to free the officers for street patrol.

However, a separate motion to establish a trust fund to finance the civilian program failed to win the council’s approval and was sent back to a committee.

With the Los Angeles Police Department under a hiring freeze, the council has been trying to find ways to increase the number of officers on the streets to curb increasing gang violence without spending more money.

“If there are able-bodied police officers available, we want to have them on the streets, not behind a desk,” said Councilman Michael Woo, sponsor of the motion.
