Here’s how drug testing policies differ in two nearby municipalities:

Glendale

Since August, 1986, Glendale has required all job applicants and all candidates for promotion to submit to a urinalysis to screen for the presence of 10 controlled substances. The tests were administered before any job was offered.

Pasadena

The city conducts so-called “post-employment” drug tests on all candidates who have already been offered city positions. The tests are conducted on all potential employees, regardless of the job.

Pasadena does not test its employees who are under consideration for promotion. However, the city can require current employees to undergo a drug test if they suspect a drug or alcohol problem.
