Nation IN BRIEF : WASHINGTON, D.C. : House Panel Backs Spotted-Owl Reserve

The House Agriculture subcommittee on forests voted to create a 6.8-million-acre forest reserve in the Pacific Northwest to protect the rare spotted owl--a move labeled too faint by conservationists and too bold by the lumber industry. The plan would cut federal timber sales in the region nearly 50% from the high levels of the 1980s but represents an increase from current constrained logging. Up to 42,000 timber jobs would be lost from 1980-89 levels under the plan.
