Piero Borghini, the embattled mayor of Italy’s industrial and business capital, which has been at the center of a major corruption scandal, resigned Monday.

The move by Borghini, who had resisted calls for his resignation as the kickback scandal rocked Milan, also forced the entire City Council to quit.

About 30 businessmen and politicians have so far been arrested in the scandal, including the head of Italy’s biggest construction firm, Cogefar-Impresit.
