Parliament failed in its third attempt to elect a new president and impose order on the country’s constitutional chaos. The elaborate ritual, which saw fighting erupt the day before on the floor of the house, now moves to its second and probably decisive phase in which the number of votes needed to win comes down to 51% from 66%. Analysts said a decision could come tonight if Italy’s leading party, the Christian Democrats, manages to set aside its differences and unite behind a single candidate.
